     The leader in the ranks of the Houthi militia, Muhammad Ali al-Houthi, considered the name of the Houthi Code of Conduct as a rehabilitation program to rehabilitate state employees instead of excluding them, thus bargaining with state employees between restricting their freedoms in accordance with the provisions of the Code and their right to public office.

    A member of the so-called Supreme Political Council, Muhammad al-Houthi, claimed in a public event on Wednesday, November 23, 2022, that the World Bank stipulated that 6 billion in support be provided to Yemen at the donors' conference - stipulated - changing the staff of the Republic of Yemen, and deporting all Yemeni employees.

    Pointing out in this context that they consider all employees their children, and he said: "We will not exclude them, and we will send them such a code of conduct and other rehabilitation programs to bring them back to the homeland."

      Mutahar Al-Abbasi, a professor of economics at the University of Sana'a, believes that the Houthi Code represents the declaration of "allegiance" and complete obedience from the public servant, work with dedication and sincerity, and patience with the bitterness of life in this world, hoping for reward and punishment in the bliss of the Hereafter.

    He explained that the Code, in light of the explicit lack of commitment to the employee's rights in terms of salaries, bonuses, promotions, contractual pension, health insurance and other guarantees, represents a primitive form of "forced labor contract" between the public service unit and the public employee that includes all the responsibilities that burden the employee without any guarantees to obtain his legitimate rights.  

    The Abbasid academic pointed out that the blog contains articles (which reflect ignorance of the realities of the great, deep and diverse Yemen in its culture, religious sects, political parties, tribes and civil societies).

    In this context, stressing the principle of equal opportunities between the groups of society guaranteed by the constitution, and the legal texts regulating public service, civil service and public office.  In an article he wrote on the Yemeni Threads platform, he said: (Public employment is an open field for all qualified and competent segments and groups of society, and this must be embodied in the terms of reference of the Code, and in the basic principles for the performance of responsibilities).
